What Is DVBE Certification in California? A GC’s Guide to Meeting Participation Goals

Every general contractor bidding California public works has seen the three letters on a solicitation: DVBE. Disabled Veteran Business Enterprise. State law requires agencies to award at least 3% of their contract dollars to DVBEs – and for GCs, meeting that goal is often a condition of award.

Fail to meet it, and your bid can be thrown out. It doesn’t matter if your number was lowest.

So what exactly is a DVBE, how does the participation goal work, and what’s the easiest way to meet it?

What DVBE Certification Means

A DVBE is a California business that is at least 51% owned, controlled, and operated by one or more service-disabled veterans. The certification is administered by the California Department of General Services (DGS) and verified through CaleProcure.

When a GC uses a certified DVBE on a public works project, the dollars spent with that DVBE count toward the participation goal. If the DVBE also holds a Small Business (SB) certification – which many do – those same dollars count toward SB goals too.

How the 3% Goal Works

The state sets a minimum 3% DVBE participation goal across all agency contracting. Individual solicitations can set higher goals. When a solicitation includes a DVBE goal, the awarding department must give the contract to the lowest responsible bidder who meets it.

The Good Faith Effort (GFE) provision no longer applies to state contracts with a DVBE participation goal under current regulations. Translation: you either meet the goal, or you risk losing the contract.

The Fastest Way to Meet DVBE Goals
